Take any neon dress that you own (or buy one at the store) and add paint splatters to it with some fabric paint, or leave it as is.
Take neon tights and wear those. Try to coordinate with your dress as much as possible.
Take any colored neon heels and wear those to strut your stuff. If you don't wear heels you can use neon converse!
Apply any Nicki Minaj wig and your ready to go!
